It appears to be a youngster by the fading mottling on it's head denoting it's juvenile status and was not experienced enough to avoid becoming a potential meal. Gull's usually collectively attack a bird of prey en-mass to ward it away from vulnerable chick-gulls at nest sites and occasionally the hawk gets lucky in grabbing one mid-air. Maybe it was also faced off by other swooping gulls as they make a lot of intimidating noise as well painful swooping pecks. The victim bird is (was) a seagull.
