The type of hdr you are referring to is actually "a very specific example of HDR" as well. There are so many different ways of producing an HDR photo, lets just appreciate them all. It's not more of a painting than a photo, it's just another example of great photography and different technique. Don’t over analyze the photograph..

A rather exaggerated, painterly example. Other photographers use HDR to show a more natural dynamic range, comparable to what the eye sees and less limited by what a camera's CCD sensor can capture. This is closer to a painting than photography. It's beautiful in it's own way, but everything is so exaggerated, I personally find it a bit irritating.
